Frequent phone calls

This company has called me many time even though I am registered not to receive such calls. It appears the organization to stop these calls is incompetent. Enough said. This is not the only calls I recieve.
How do they get people to work for them who are experienced in know what they are doing is illigal.
When I ask one question such as where are you located they hang up.
I would be happy to contribute to a service that would close the phone services which are really nothing more than bothering.
