Airtel Prepaid to Postpaid connection

This is to bring into your notice that Airtel executive called me and informed to change the prepaid to postpaid coversion and I have applied for a prepaid to postpaid conversion of my cell no (which I am using from many years) nearly 20 days ago but it has not been activated till date,however my existing prepaid number has been barred from outgoing calls
The executive came to my office and collected the documents along with Rs300.00 deposit and said he has processed the documents,he is not co-operating in this matter.
I addressed this issue with customer care many times but there was no solution and many times they just disconnected my call and not even bather to receive my call.
I am totally frustrated with Airtel customer service.
I not sure about whom to approach now, can you please advice me.
