Foreign IRS worker looking to collect

Pathetic foreign-accented person who doesn't like to be questioned, acting like they are with IRS.  The individual needs to be thrown in the ocean as he isn't worth paying for his housing at a jailing institution.  He gets very vulgar once he is questioned.  He calls from NY numbers till you block enough and then he calls from unknown.
