That's right, file a worthless complaint. Put your fresh name at the top of the DNC list so when the incessant jerks start adding new numbers to those they call, you'll have yours on the list first and at the top. DNC complaints are worthless and ineffective I stopped making complaints months ago.
THE ANSWER YOUR LOOKING FOR IS THIS:
Use a hand held tape recorder and repetively tape the disconnected/out of service tone that I'm supplying. The same one that telezaper uses. I started using a repeated two minute taped recording of the same out of service/disconnected sound and my calls have gone from an average of 4-10 calls a day, down to none per day, that was up until today, when I wasn't here to see my caller ID and answer the call while playing them my new go-to-hell tape. It works. Have the tape already going before you answer the phone (I lay it on top of my speaker phone) and continue playing it until they either hang up or you think that the tape is close to the end. If so, then you hang up instead. They won't call back, I've proven it to myself with two years of these nusinance calls down to one call in 10 or more days. Try it, you'll love it and copy any paste this message to the top so others find out. Good luck..

It won't work though. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
