$8.5k US Government Grant Offer I believe is fraud.

Middle eastern woman called my cell phone and said that I was selected to receive $8.5k US Government Grant because I pay my bills and I was selected out of 7500 in my area. I asked if they could send the information by e-mail and the woman got mad at me and then hanged up the phone because I would not give her my visa card number or bank account number and pay a certain fee donation. The number she called from was 202-657-6869.
