Not getting my bill sent to correct address

I have submitted a change of address, by mail, internet and a phone call and my bill still goes to my old address.  When I finally get it, it is past due and Cit Bank will not work with me. They call me all the time, both on my home phone and cell. I don't answer them.  How can I get this straightened out. I am refusing to pay the late fees.

    Call their executive offices if you can't get a normal CSR to solve this.  If you can't get anyone there to assist, then write a letter to their executive offices outlining the problem, and file a complaint with BBB including a copy of your letter.  

    Dispute the late fees IN WRITING, to the address for sending billing disputes, including that their late fees have been repeatedly in violation of the Fair Credit Billing Act, which requires that they send their bills to the current address you specify at least 14 days before any fees are due.  Add CC:  FTC, and send a complaint into FTC.
