14 Piece Bucket

I bought a 14 piece bucket of chicken this afternoon and was disappointed in the choice of pieces I received.  I got 7 legs, 1 wing, 4 ribs and 2 thighs.  To top it off, the receipt I have doesn't have the correct information to fill out the survey on the KFC website.  Is this normal?  I've never received this many legs in larger buckets.  I'm glad I never bought the 20 piece.  I'll not be back.
