complaint for deducting Rs 30/- without perission

i have bsnl prepaid service on my mobile. when i recharged of Rs 50 on cell no 9404891049 suddenly Rs 30/- were deducted from my account balance the reason told was migration. i haven't activated any kind of service of my own.
