Fraud Department

After being with a different wireless carrier for many years, I decided to switch to Verizon because of the reviews I had seen. I ordered four new phones (because my phones were apparently locked) and transferred my numbers over to Verizon. The customer service rep said the phones would be shipped overnight and to make sure someone was at home to receive them. I waited all day, and when I didn't get the phones, I called Verizon. After being transferred a few times, I was sent to the fraud department who said that there were two people associated with my SSN. All I needed to do was send my SS card and driver's license and they would look into it. I told them that my concern was not verifying my order with them but was instead someone potentially having stolen my identity - a problem I had never encountered before I dealt with Verizon. I immediately canceled my order and went to the credit reporting agencies and the Social Security Administration to see what was going on. There was absolutely no problem, so I became suspicious of Verizon. A couple days later, I went to pay my credit card bill and noticed that Verizon and charged me for my order. I went back to Verizon (on hold for an hour) before they finally came back saying they were "legitimate charges" and that I needed to dispute them with my bank. Dispute them I will.
Here's the main part that bothered me. They claim that they think I was perpetrating fraud against them because they couldn't confirm my identity through my SSN. Somehow, though, they WERE able to confirm my identity through my credit card (as well as my initial interaction with them when I first called and before the sales rep would conduct any business with me) and then refuse to ship the product to me, charge me for the the product anyway, and refuse to issue me a refund.
