I received the same call. Told him that I will bring my attorney with me to do the transaction. He backed off.

    Received a call from JM Kingston, same phone number that I won, and I asked if he had my address and he read it off.  I told him that I will bring my attorney with me and he paused. Called back to see what Company it was, and an international recording stating wanted me to pay.

      "JM Kingston" means Kingston, Jamaica.  The PCH scam is a bit of an industry in that country.
