Callers claiming to be able to get you "government grants" are just running fraudulent telemarketing scams.

Some of these are run out of call centers in India, where some of the callers are not only fraudulent swindlers, but real crude. Who knows how pretending to be "your mistress" plays into a con, but she sounds like an amateur, since cons don't work well when you are tipped off that something is off.

Although this particular one sounds like an amateur, the fact that they first obtained address and phone number tied to your name suggests some level of planning, that might indicate she is operating under someone who may be running a more sophisticated con or shakedown racket of some sort.

With cheap international calling via VoIP, fraudulent telemarketing is now global.
Best way to stop it is make it clear they can't scam you.
Make fun of them, harass them back, report them to the FBI and tell them you are recording the call as evidence, tell them Seal Team 6 is visiting their home tonight, or just hang up.
