Thinking of suing

Was getting numerous calls from Portfolio Recovery Assoc. about a bill that was WAY past the statute of limitations.  I sent a cease and desist letter to them via certified mail.  Now I'm getting phone calls from CRA who I found out is part of one and the same. I called them to tell them I was aware of who they are and I was going to take legal action which they vehemently denied and then hung up.  When I tried calling back, no answer.   First thing I am going to do is is contact the Attorney General in VA to make a complaint.  Then I'm looking for a lawyer!!!
