Unauthorizes Charges on Credit Card

All of a dollar thirty eight... so do they do this as a precursor to a bigger unauthorized charge? If I don't fill in the paper work and submit a protest to my credit card I might be liable for bigger charges later? The irritating part is that the charge on the order of what it will cost me to dispute it by mailing in the documentation, nevermind the time.
