I sent a letter of cancelation to Bally home office back in July but Ballys is still taking money out of my banking account. What can I do?

One, send them a notice in writing, including reference info from the cancellation, and demand a refund of all money taken, plus your postage for the certified letter. Get a consult from a consumer attorney in your town; they may do it for free; you may be able to sue Bally's, if they don't refund money they took after the cancellation. Good luck

All communications with Ballys should be in writing, mailed certified return receipt requested. They tend to "lose" any communications that is inconvenient to their goals of continuing to take your money.
File a fraud complaint with FTC and your state Attorney General.
In addition, notify your bank that the charges are fraudulent, and close the account or block the card number to prevent additional fraud.
