This account was taken off my credit report and Dish keep add it back making my credit score go down they took it off 3-11-2015, 11-10-2014 and 08-19-2013 so why would they put it back on 10-18-2016 making my credit scores go down.

    Get an attorney..
    it sounds like they are repeatedly damaging your credit with an erroneous account.
    It also looks like they are not competent enough to remove their errors permanently.

    You may be able to sue for FCRA violations.
