Upon changing my AT&T bundled services, I noticed an item on my AT& bill for $12.95/month from The Billing Resource, Largo, FL and asked my AT&T rep what it was.  They told me it was a third party service and I had to call them to cancel it directly.  I NEVER signed up for whatever service they were providing.
When I called them and asked who authorized the charge, they told it was someone named "Stephanie Reed."  I asked to have the service cancelled and my money returned immediately.  They told me I had to submit a claim form and call the police if I thought it was fraud.  Not sure if I will get my money back at all but I will contact the FBI since this transaction took place over state lines.

FTC lawsuit against The Billing Resource/Integretel.
    http://www.ftc.gov/opa/2008/03/cram.shtm

Call FTC and see what agreements they have made with FTC on reversing fraudulent charges.

File a written complaint with FTC for the fraudulent charge and their failure to remove it.  In addition, file a complaint with the California AG, and the Santa Clara County District Attorney.

Notify ATT, IN WRITING, that the charges on your phone bill are fraudulent.  Demand that they be removed and that future third party fraudulent charges be blocked.  Include in your ATT complaint that FTC has sued The Billing Resource/Integretel for aiding in the placing of fraudulent charges on consumeer phone bills, known as cramming, and that you know that ATT is already aware of this company's involvment in cramming.
