I am the caregiver for Margie Stewart who has
Dementia and is not responsible for any bills.  She was sent a bill for $71.80 for calls to her home. She is on a very limited income and cannot pay for this.  It is not her bill.

    qtbill has many complaints against them for billing people who claim they never authorized charges.  Typically they claim to be billing for various collect calling services, claiming to somehow "verify" that the party on a phone account has authorized being billed for their charges.  

    There are enough credible consumer complaints against them to indicate that their "verification" is not secure enough as to prevent fraudulent authorizations.  In particular, it appears that their "authorizations", like their "collection calls" are done by a fully automated system.  

    In the past, such automated authorization systems have been used to make fraudulent third party billed long distance calls.  ATT Long Distance had problems with this several years ago, and attempted to shove charges based on spoofed authorizations onto consumers until they started getting bad press.

    People with dementia may not be legally capable of agreeing to a binding contract.  They may also be subject to exploitation from people who may know this, and may take advantage of them, convincing or deceiving them into "authorizing" charges, to their own benefit.  

    As her caregiver, you may want to talk to someone in your local district attorney's office about how to protect your charge from such financial exploitation, and how to handle such bills when they arrive.  Many DAs have people who deal specifically with cases of elder abuse.

    I don't know if this will actually get to a person, anyway, my spouse went to take care of some business in the same town a couple of weeks ago. He unfortunately forgot his cell phone, broke down in the car, and was stuck about 6 miles away from home. To make a long story short, had to use a phone booth to make a collect call,when it wouldn't dial direct for some reason. What a mistake-- we get the bill 2 weeks later for 17.95 for a 3 minute call. -- Talk about highway robbery! The fact that this company is allowed to be in business is criminal. Oh, by the way, if you are going to ask someone if they accept the charges, start telling them how much it will be. They probably will think, like we did, that the charges will be much more in line with normal phone charges.---- Hope you guys can sleep at night.

    QTBILL.COM out of cell phone range, I made three fifteen minute calls. My bill arrived and I was charged 53.85. That is over a dollar a minute. Also, the time per call on this bill
    seems to make no sense. First call shows 16:07:53
    second call shows 00:54:57 third call shows 13:25:42. Three calls were made at approx. fifteen or twenty minutes each.

    I will pay this bill when I can understand the charges. And I will write to the PUC to make sure that this is within regulation.

    This matter is in progress and I am waiting for response from both parties.
