getting mortgage intrest reduced

I have tried to get our intrest reduced or modified for over a year now with not ONE time has ANY ONE sent me papers to fill out or any help AT ALL. This is just not right, I am going to complain to the governor of the state and to the president. The President of the United Stated even said banks should help people with lowering their intrest rates! Our's is 6% when it could be at 2 or 3% but NOT ONE TIME HAVE I RECEIVED ANY HELP WITH THIS.
