They are running a "government grant" scam, with many complaints for Do Not Call violations.
In addition, as of Dec. 1, new Do Not Call rules require that telemarketers provide a way to get you removed from their call list. If their message does not say how to remove your number from their call list, say by pushing a key on your phone (that would be the case if they just hang up with no message), then they are violating the new Do Not Call rules regardless of whether you are on the Do Not Call list or not.
File an FTC complaint, and be specific about the number of calls and the impossibility of getting them to stop.
