According to Google, Allsec Technologies is an Indian based call center. They could be contracting with some shady collection agency, making debt collection robocalls on their behalf.
Call centers typically use VoIP phone service, especially when located overseas. They can appear to have any US area code in caller id, often your own area code, but that has no bearing on where they are really located.
Indian debt collection employees often violate FDCPA far more blatantly than US employees, making false statements or using abusive language. Whether this is due to cultural differences or compliance and training laxness is not clear, but regardless, if they are collecting from US consumers, they are subject to US collections law, and you can sue for violations of FDCPA. Usually they are just providing call center services for some US collection agency, and you can therefore file suit against their US client, for whom they are acting as agent.

Beware of any "debt collector" demanding payment on any alleged "debt" that refuses to provide proof the debt is owed as required by FDCPA. Such evasion is often accompanied by abusive or harassing colleciton tactics, or other forms of deception. Any deception, abuse, or evasion of compliance, is a fraud indicator.
