unsolicited call to cell phone as well as home phone

I have been getting repeated calls from card services.  A few times I answer just to see who it might be.  I am not behind in any payments and have not been since 1999.  I too tried to press "1" to talk to someone and have my name removed from the list.  The call was terminated as soon as someone got on.  I assume they were doing this just to check and see if it is a valid number.  Today I received a call on my cell phone (only 8 family members have my number - it is for emergencies when I am away from home).  The number registered "withheld", but I was already answering thinking it was an emergency.  As soon as it said card services I hung up.  This is costing me on my plan and I do not appreciate it.  I would never do business with anyone that operates in this manner.  They can send correspondence by mail and I will promptly place it in the trash which is where it belongs, but then again they would be held liable for unlawful practices because there would be a paper trail. I am considering having my home phone disconnected and a ring tone and photo assigned to my family.  I do not like to talk on the phone anyway.  Is there anything that can be done?  I feel as if someone is breaking into my home and car.  This is MY privacy they are invading and they are chicken ****.
