THEY SAID THE I HAVE QUALIFY FOR A LOAN UP TO $500.00 DOLLARS AND I ANSWER TO THER OFFER. I SUBMIT ALL MY INFORMATION AND THEY NEVER ANSWER ME INSTEAD I JUST STAR RECIVING MESSEGE TO MY CEEL PHONE AND IBEEN CHARGED FOR A SERVICE I NEVER ORDER.

How did you submit all your information, and what information did you submit?
Thru what mechanism were you charged? Bank account? Credit card? Cell phone account?
Although "$500" is a pretty arbitrary lure, it is interesting to note that the "advanced fee" loan scams tend to offer in the $2500 and up range, demanding $500 to $1500 wired by Western Union as up front "fees", so this was probably intended to be a phishing scam, and not an advanced fee scam.
As a phishing scam, however, you better watch out for additional charges made thru any of the account information you provided. They already have a mechanism in place to put thru their fraudulent charges. If you provided your bank account or credit card information, close them immediately. If you provided your SSN and other identity information, better put a fraud alert on your credit reports, and file a police report on this fraudulent charge.
