Harassing and threatening phone calls

I am getting harassing and threatening calls from someone claiming I owe "Instant Cash" money.  Of course I don't and this is some scam but the caller is relentless.  Why doesn't someone do something about these people who are doing this?  I am sure they are not in this country because you can not understand the woman on the phone.  The phone number calling me is 508-463-0708.

    I too am getting these calls.  I called back and the man just yelled and when I asked for a case number for  my attorney (not really) he wouldn't give me one.  So I kept calling and calling and they kept hanging up when I asked for a case number.  Finally he picked up the phone and yelled "shut up [***]".  Just for asking for the case number.  One time they answered the phone and didn't say anything and I could hear him yelling at someone else too.  Horrible that this country doesn't have a way to stop these calls from coming in from other countries.  My family and I do not bother a soul and it's a shame that this is happening to so many people!!  I am just discouraged and disgusted!  I filed a complaint with the FTC also.
