I have no idea what this is but my bank card was charged $66.83 I would like a refund please!

Dispute it through your bank..
It's reportedly a "membership" to ancestry.com. If you didn't order it, contact your bank immediately to dispute the charges as fraudulent, and have your bank block your card number or shut down your account to prevent further charges. Your bank can reverse charges back 2 to 3 months if you dispute promptly, under FRB Reg. E or FCBA.
