I receive continuous telephone scans from a company that uses blind telephone numbers that "do not exist" when I redial. In speaking with one of their representatives they told me that the company name is "Card Member Services" which I don't believe. When I ask to have my number removed from their system they hang up.  I block their telephone number each time I receive a call but within a few days receive yet another call using the same voice and pitch about my credit card  and offering lower interest rates from a different number and state. The latest call was from   Houston, TX, 832-549-3265

    They robocall from out of the country..
    One of these "lower your interest rate" scams was using robodialers in Costa Rica, then forwarding the live suckers to a call center in South Florida, thanks to the wonders of VoIP.

    They're using Caller Id "Spoofing" Technology - if you notice, the first 3 numbers may match your telephone number - it's used to create a sense of familiarity with the caller. I block the number, and it simply calls back - this time with the last 4 digits being changed.
