After 10 years of being able to trade into our silver crown home resort on Hilton Head Island, we now can no longer even trade to a standard resort in the area.  Now that RCI has gone to their "new system" and assigned exchange trading power, my only option is to trade in to the same time period that I banked!  What good is RCI?  I can just save the almost $300 I spend with RCI and use my regular specified week. From 1999 to 2008 I NEVER had any issue trading my week for another one at my home resort.  Now, it is impossible for me to do (and it has nothing to do with the 1 in 4 rule).  RCI is a complete scam now.  I used to actually refer people to them, but no more.  Do not give RCI any of your hard earned money!

Hi Anne, We are sorry to hear of your frustration. RCI is constantly seeking to improve the exchange program to give our members the best possible vacation experience. To this end, in order to help give all members an equal opportunity to obtain their desired vacation, we require all members to have the necessary Deposit Trading Power with which to obtain a vacation. Provided you have sufficient Deposit Trading Power, you will have priority over other members who do not own vacation time at your home resort or home group. If you have questions or concerns, please email us at talktous@rci.com and be sure to include your membership number.

Although RCI is a legitimate company, it is certainly not reputable. They never have anything available, they always want you to more weeks and they always make unknown charges, among other things. I'd suggest you to get rid of your timeshare weeks if you don't want to deal with them anymore.
