Unable to stops calls

I am unable to stop getting calls from Card Services.  I have pressed 3 to stop calls and have pressed 1 to speak to an agent, who hangs up when I tell him that I don't want to receive any more calls.  This is an invasion of my privacy, and since I am not using their services, why are they wasting their time and mine?  I called Quest/Century Link and the operator said that I would have to pay $2 to $3 more per month on my bill to get me off the solicitor's list.  This seems like a scam by the phone company.  I threatened to call the Minnesota Attorney's General office to file a complaint and this person said that she couldn't do nothing about this situation.  What is a person to do?  I now use a compressed air horn when I get an agent on the line and then give them a blast from the horn.  They still call.  They must be deaf or dumber than a box of rocks!

This definitely is harassment!
