how can they get away with this? what do i do?

ive been with rogers mostly about 10 years and yes ive had problems but this one is now going to ruin my credit. No wonder so many people are in debt from cell phone companies. I had to pay 600. Dollars last month for data over usage. This month its 1000. Dollars for my bill, still from last months over usage, cause the "experia play" phone i got my son uses 2gigs of data at a time on its own??? This data was used at 5am on a school night, i know it was no one in my house. I go see a dealer cause im sure everyone knows what its like to call rogers or any other carrier when your pissed, or even not...they pass you around from computer to person like a football. I can not go see any dealer in western canada with print outs of my bill and sit down and work things out. Nope all by phone and endless hours of getting passed around. Who regulates these guys to protect us consumers from being ripped off by these big and small customers? Im in the wrong business i think. Who do i talk to? What do i do?
