Keeps calling, no message, not available when I return call

There has been an enormous uptick in this type of phone call in the last couple of months. I have reached the point that I don't answer my phone anymore. i look up the numbers and find that 99% of them are reported as scams. Can't the FCC do something to stop this problem?

    Has called me 8 times in 5 hours.  I've asked to be taken off their calling list.   Doesn't leave a message.
