At some point whatever cheap overseas carrier they are using to reach the U.S. must connect to the U.S. mainland. 411.com shows that number to be a Pacific Bell land line, therefore Pacific Bell would be able to determine at least the U.S. based telecom carrier, who you should file complaints with for allowing their customer to tie up your emergency phone system.
Also file complaints with both FTC, and contact Sen. Charles Schumer, who got FTC to act against fraudulent "auto warranty" telemarketers.
That may be useful to coerce cooperations from U.S. based phone companies that allow their systems to be used by this company to interfere with and damage your communications system.
