  PRA has a long history of complaints of harassing collection calls, including calls to the wrong people and failing to cease calling when requested.  They buy real old debt, then start trying to collect on it from whoever they think might owe it, but since it's so old and cheap, they don't work very hard at accurately locating the correct alleged debtor.
  
  They may also sue, and apparently have been focussing their attention on how to get around various state SOLs and "problems" with pleadings when they might not have access to documents. They appear to be trying to get default judgements, and "accidental sloppiness" may be a deliberate and profitable tactic.
  
  File complaints with FTC, not FCC, as harassing calls by a debt collector violate FDCPA, which is enforced by FTC. What you are reporting is very similar to what got Allied Interstate sued by FTC, resulting in a $1.7 Million settlement.

  They're probably looking for someone else, Mike.  This particular company has the dubious honor of being the only debt collector to contact me about two different people.  I have a common last name, so I get lots of calls from debt collectors.
  File a complaint with the FTC.  Send them a cease-and-desist letter with a copy to your state's attorney general.
