fraudulent Publishers Clearing House call

I just got a fraudulent phone call from 1-876-294-3031 about a Publisher Clearing House win. After a lengthy discussing and the man trying to convince me he was legitimate I decide he wasn't. Any time I get a call and the person is a FOREIGN voice immediately it sends up "red flags" for me this it is fraudulent and I tell them to remove my phone number from their call list; I had one tell me he would not.
