My experience is similar to other here:
got a call, sounded vaguely urgent ("we have sent you several notices in the past few weeks, and if you do not act now the opportunity to lower your credit card interest rate will expire"....
the rep I talked to would/could ony identify the company as "Card Services", she had to ask someone inteh background for the website when I asked, she sounded like she was smoking a cigarette while we talked ( coughing often, too)
She kept asking me if "Your card interest rates are High? whould you like ot rdeuce them" when I asked how they did that she said they get in touch with your card issuers and "negotiate to lower your rate", etc, etc.
shady organization, definitely.
