unwanted calls

I am getting a lot of unknown calls on both my cell phones and house phone where there is no one there or it disconnects, and if I don't answer, there is no message left.  This is terribly annoying.  I am in the do not call registry for all my numbers, so this ticks me off. AANND, you can't call them back to make them stop!
