If you are receiving harassing calls from a debt collector over debts you do not owe, file complaints with FTC, and your state Attorney General.  Portfolio Recovery Associates is located in Virginia, so you should also contact the Virginia Attorney General.

Be aware that Portfolio Recovery Associates got caught using falsified affidavits "signed" by a dead employee of Providian to attempt to collect alleged debts in court.

If they claim you owe some alleged debt, they were required to send you a letter within 5 days identifying the alleged creditor and debt amount, and notifying you of your right to dispute it.  Failure to send you that letter is a violation of FDCPA, as is making harassing calls, or making such calls after being told to cease.

If you have further problems, contact an attorney with experience in FDCPA and FCRA litigation.  Both laws allow courts to award attorney fees if you win, so you should be able to find attorneys to take such cases on contingency.  You might try www.naca.net to find an attorney in your state.
