not attending complaints

i have lodged complaint about network problem which is since last month .After trying so many times at last after 3-4 days back the custoer care officer attend the compliant by giving compliant no 96512977 & assure to attend complint till 31 march.Today they send sms that compliant is not clear & since last 3-4 hours i am trying .they attended the phone 3 times bue due to network oroblem either it is disconnected or they deliberately disconnect the phone.then after trying customer care the reply is always our officers are busy.Is this right way?
