excess air fare charged, Maxican cruise cancelled by the but USD1324 paid is not refunded

A  USA tour package with Maxican cruise was booked on 16-12-2010 and full amounts were paid in Indian rupees and US Dollar as agreed.the tour was ex- Delhi  commence on 3-7-2011.At the last minute,the company have postponed twice and started on 24-7-2011. no Train tickets for Delhi from Hyderabad were available.We claimed notional Air fare for two passangers. At the end of tour at LosAngels(LAX) as per condtions imposed by the tour operator we requested them to book deviation air tickets from LAX to Minneapolis(MNP)to New york(JFK). The Tour operator have charged excessINR41,452/-over and above actual/correct charges.
2. The amount USD1324/- paid for Maxican cruise, which was cancelled by the tour operator himself has not been refunded till date.
3. we claimed INR 1,00,000/-compensation towards hardship, harrasment, inconveneince caused by the operator. No response to my email notice dated 17-11-2011 addressed to their Asst Vice PResident at Hyderabad.
