Company ships orders (2 so far) without order approval then refuses to accept the return.  We have made several attempts to contact the sales representative, Larry Nichols who's name appears on the invoice.  We have left numerous messages and sent two faxes.

This is a variant of the overpriced "toner" scam.

It is a violation of U.S.postal regulations to send bills for unordered merchandise through the U.S. Mail.
It comes under prohibitions against mail fraud regardless of whether the merchandise is shipped via U.S. Mail or other commercial common carriers.

Postal regulations define unordered merchandise as a "gift", that you are free to send back, or dispose of in whatever way you choose.  You have no obligation to return it.

If they call you demanding payment, or send you a fraudulent bill, tell them that you have filed mail fraud complaints with FTC, your state AG, and the U.S. Postal Inspector, and that they have 10 days to come pick it up, or you will dispose of it in accordance with U.S. postal regulations.
