Room in basement only

I was stay in this hotel during first and two in my visit to London, it was nice to have room on first floor with windows which I can normally breath. Later when I went back to London after my visit to other places, I have been arrange to a room in basement, with strange smell and no fresh air. I was angry with this arrangement and ask for change room, they only offer a room next to where I'm staying and only available. I can accept poor breakfast(when indeed the most horrible one which I ever experience), but a room without fresh air is outragers, I thought this is the least requirement for a hotel room, hope there is not stupid guy stupid enough to jump out and said it is not hotel's responsibility to provide me a room with fresh air.
