Google search on 866-515-4814 finds only this page, a forum for people apparently defrauded by some international investment scam.

Allegedly, the number is for the OCC (Office of the Comptroller of the Currency), one of the agencies in the Treasury Department responsible for regulating banks.  However, your call sounds more like either a debt collector, or some "debt negotiation" scam, in which case it would appear they may be spoofing the caller id to a Federal agency.  Spoofing caller id for telemarketing or autodialed calls is already illegal, but why would they have deliberately chosen this number?  Pretending to be a Federal agency, calling to "help you with your debts"?  Sounds like phishing.
