False commitment and number not closed

Hi Sir
I am a regular customer of idea from last 4 year, but this time i am facing some issues with Idea. Actually in Gurgaon, i have two idea Corporate postpaid numbers 9911191629 and 9718899099. And in Rohtak,i have two postpaid number 9812451629 and 9812533660. The number 9812533660, i made a request to close that number on 18th April, i submitted Sim, and Paid the dues and written the application and SUbmitted to PLANET COMMUNICATION on Goahana Road, ROhtak. The Receipt number is 5016420. But that connection has not been closed till now and due to that i have to pay the extra bill of this number which was around 500, otherwise my other number 9812451629 would have been closed as both numbers are on same Id.
Actually the person there on PLANET COMMUNICATION is not closing my number intentially to save the penalty which he has to fill if he close it before three months. And i requested for the my extra amount paid to be get back, but still no action is taken for Closing the connection and getting back the extra paid amount. This type of service i have not expected from Idea.
Please do something regarding this, so that i will not look fwd to close my idea connections and shift to other providers.
