united states spam?

I keep getting spam calls from the United States and it's soooo annoying, I tried answering once to tell them to stop but when I picked up and said hello no one said anything and hung up? so my friend suggested I block the number but now everyday they call from a different number and if i don't answer the first time they call again 10 minutes later and it's getting SUPER aggravating.
