  File a mail fraud complaint with the US Postal Inspector.
  They can shut down the P.O. Box to prevent payments from reaching them.

  FTC has a long history of shutting down "listing" scams.

  Many such scams are "cross-border"..

  They typically use a P.O. Box a few miles from the Canadian border to appear to be "in the US", while actually being located in Canada, to complicate prosecution.
