refusal to refund

I was told when I called to cancel my instalation of dish that my money would be fully refunded as of almost 3 weeks now I have not seen the money back into my account. When I called they sadi I had acredit of less than half of the money they took from my account. I think that dish should be held responsable and sent to a collection agency they would not think twice of doing it to you
