Calls from verizon to my phone

Verizon has called my phone a number of times asking for someone who doesn't live here. I don't even have an account with verizon but still they call my phone asking for the same person. Every time they call i have asked for them to remove my number from the account they say they will but i end up getting another call. when they call they call from a (423)-484-0232 number but when I call back they put me on hold and say we are going to transfer you but instead they hang up. It's a different number every time they call and they ask for value donor. I have had to call a (865)-684-2144 number and tell them to take my number out of the account but it never happens.
