CONSTANT PHONE CALLS

We receive 3-4 phone calls per day from this company.  They use various numbers.  When I block their number, they change locations.  The call is a message in spanish ( which we do not speak).  It is a recording and we cannot return any calls to as them to stop.  About 1 month ago we received a text message from someone saying we had won some money.  My husband text back saying it was a scam. The man on the other line text back saying it wasn't and also called.  The number he called from was the same as the recordings are being sent from.  I've contacted my phone company and they basically said all they can do is change our phone number.  Our phone is a cell phone.
