File a fraud complaint with your state Attorney General.
If they sent you an "invoice" in the mail, file a mail fraud complaint with the U.S. Postal Inspector.

Also file a complaint with FTC, and with BBB so their complaint characteristics are visible to others who might otherwise become victims.
Call it what it is. Do NOT pull your punches.
