I received a call from 646-647-6665 today on personal cell. I rarely give out my phone number, but I received a call from that number today. If you try to call the number back you get an automated message from my cell carrier saying "The number you dialied has been changed, disconnected, or no longer in service. Please check the number and try dialing again."
With the number appearing on a cell phone, there is no mis-dialing the number. I believe this is a "spoofed" number with an unknown origin possibly attempting to hi-jack the cell phone to either steal information from it, or use the service to make their own unsolicited calls elsewhere.
Fortunately I have a anti-virus software which protects my phone from these calls. I suggest using Sophos since it is free and downloadable from the Google Play Store for Android phones. Hope this helps any others who may also receive calls from this number.
If you provide your number on a do-not-call list, you HAVE to remember to re-add it back on there BEFORE it EXPIRES, otherwise the number will be given out. I highly suggest to NEVER use your personal cell for business calls and only to friends. If you must do a business call block the number using *67 or call from a landline phone.
