No caller id annoying phone calls!!!!

This enrages me!!!! These phone calls are so annoying I usually never answer unknown numbers especially blocked but they call so much at least everyday so I answered today and the man is so rude! Super heavy India. Accident so I gave him two minutes to read me off his list of why he was calling. Turns out that I qualify for compensation for past surgeries that I've never ever had! I told him no thank you please take me off your calling list by law after the 3rd time I can sue I've asked several times and they don't. He started yelling at me "no I will not!" I told him I was going to the police he laughed and said "go to the police I'm not taking you off the list!!" What the hell can I do????
