I like many others, received a cold call and a "sample" was sent along with an invoice that was not authorized. The product is unopened and when I asked Richard Price to have it returned he started trying to negotiate a price and told me I would have to pay to have it returned and pay a restocking fee. When I told him I just wanted the product returned he said he would turn over the matter to the legal department for collections. Can he do this and what do I do?

    They are running a variation of the  old "toner" scam.
    Their "legal" or "collections" department is just some guy at the next desk.

    It is a violation of postal regulations to send an invoice or bill for unordered merchandise through the U.S. Mail.  Unordered merchandise is a "gift".

    It is a violation of postal regulations to use the U.S. Mail or a common carrier (like UPS, FedEx, etc.) in a fraudulent scheme.

    File fraud complaints with FTC, your state Attorney General, and the California Attorney General.

    File a mail fraud complaint with the U.S. Postal Inspector.

    If they call and harass you, notify them that you have filed mail fraud complaints against them, and that their junk will be held for their pickup for 10 days, after which it will be disposed of in accordance with postal regulations.
